Abstract
Digital literacy is an indispensable component of contemporary disaster education, enabling individuals to be prepared before a disaster, access accurate information during a crisis, and make effective decisions. This research aims to investigate the role of digital transformation in disaster education processes by examining the perspectives of disaster management managers in the United States regarding digital literacy and technological applications. Based on a qualitative research design, this study employed a phenomenological approach and conducted semi-structured interviews with eight managers. The data obtained were analyzed using thematic analysis based on the main theme of digital literacy. The findings demonstrate that digital literacy is a critical competency area in disaster education. Participants emphasized the vital importance of being able to use digital tools to access information during times of crisis. Views on communication technologies highlighted the effectiveness of social media and backup systems. However, inequalities in technological access stand out as a limiting factor in the inclusiveness of disaster education, particularly for the elderly and individuals in rural areas. Community-based digital contributions and digital content integration reveal the importance of local capacity and sustainable learning in disaster education. The study argues that digital transformation should be integrated into disaster education, and that this process should be based not only on individual skills but also on equitable access policies. The emerging themes highlight the strategic importance of digital approaches to disaster preparedness for policymakers and education planners.

Öz
Dijital okuryazarlık, çağdaş afet eğitiminin vazgeçilmez bir bileşeni olup, bireylerin afet öncesinde hazırlıklı olmasını, kriz zamanlarında doğru bilgiye ulaşmasını ve etkili kararlar almasını sağlar. Bu araştırma, Amerika Birleşik Devletleri'ndeki afet yönetimi yöneticilerinin dijital okuryazarlık ve teknolojik uygulamalara ilişkin bakış açılarını inceleyerek, dijital dönüşümün afet eğitimi süreçlerindeki rolünü araştırmayı amaçlamaktadır. Nitel araştırma tasarımına dayanan bu çalışmada, fenomenolojik bir yaklaşım kullanılmış ve sekiz yöneticiyle yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Elde edilen veriler dijital okuryazarlık ana temasına göre tematik analiz kullanılarak analiz edilmiştir. Bulgular, dijital okuryazarlığın afet eğitiminde kritik bir yetkinlik alanı olduğunu göstermektedir. Katılımcılar, kriz zamanlarında bilgiye erişim için dijital araçları kullanabilme becerisinin hayati önem taşıdığını vurgulamıştır. İletişim teknolojileri hakkındaki görüşler, sosyal medya ve yedekleme sistemlerinin etkinliğini vurgulamıştır. Ancak, teknolojik erişimdeki eşitsizlikler, özellikle yaşlılar ve kırsal alanlardaki bireyler için afet eğitiminin kapsayıcılığını sınırlayan bir faktör olarak öne çıkmaktadır. Topluluk temelli dijital katkılar ve dijital içerik entegrasyonu, afet eğitiminde yerel kapasitenin ve sürdürülebilir öğrenmenin önemini ortaya koymaktadır. Çalışma, dijital dönüşümün afet eğitimine entegre edilmesi gerektiğini ve bu sürecin yalnızca bireysel becerilere değil, aynı zamanda eşit erişim politikalarına da dayandırılması gerektiğini savunmaktadır. Ortaya çıkan temalar, politika yapıcılar ve eğitim planlamacıları için afetlere hazırlıkta dijital yaklaşımların stratejik önemini vurgulamaktadır.
